SEC Annual Report,1998-99 

MARKET SURVEILLANCE DEPARTMENT
01. Regular Inspection:

During the year 1998-1999 books of accounts of 14 (Fourteen) Broker’s/Dealer’s have been inspected, of which 9 (nine) brokers/Dealers are member of Dhaka Stock Exchange Ltd. and 5 (five) Brokers/Dealers are member of Chittagong Stock Exchange Ltd.

02. Special Inspection 

During the period a special inspection, covering 8 Brokers/Dealers of Chittagong Stock Exchange Ltd., was conducted to detect short selling. The Inspection team submitted report to the commission. 

03. Surveillance

The trading of Dhaka Stock Exchange Ltd. is being watched on real time basis through a non-Trading version of Trading Workstation of Dhaka Stock Exchange Ltd. installed at Securities and Exchange Commission. For trading done at Chittagong Stock Exchange Ltd., the surveillance team of Securities and Exchange Commission monitor the same on real time basis through surveillance software of Chittagong Stock Exchange Ltd. installed at Securities and Exchange Commission.

The surveillance team submits daily report to the Chairman & others, pointing out any abnormal activity.

04. Investigation

Ø Whereas the Commission observed certain unusual activities in respect of maintaining books and records by M/s. Azam Brothers Ltd. (DSE Membership No. 19) and trading of Monno Fabrics Ltd. shares, the commission constituted an Enquiry Committee vide Notification No.SEC/Section-5/98-531/264 dated 1st April 1998 and appointed M/s. Kahirul Anam Khan, Corporate Accountant and Farhad Ahmed, Director (the then Deputy Director) to enquire into the said matter. The committee submitted report on 15th September 1998 to the Commission.

Ø A Task Force was constituted under Notification No. SEC/Section-5/98-534/821 dated 24th June 1998 comprising M/s. Khairul Anam Khan, Corporate Accountant, Shuvra Kanti Choudhury, Deputy Director of Securities and Exchange Commission and Reazaur Rahman, Secretary of Dhaka Stock Exchange Ltd. for the purpose of inspecting the books of accounts, records, etc. of members concerned of Dhaka Stock Exchange Ltd. in connection with trading in the securities in Dhaka Stock Exchange Ltd. during the period of May-June 1998. The Task Force submitted  report on 31st December  1998 to the Commission.
 

Ø Whereas the Commission has observed certain unusual activities in respect of trading of Quasem Silk Mills Ltd. shares by Securities Promotion & Management (SPM) Ltd. (DSE Membership No. 146) and others concerned at Dhaka Stock Exchange in November 1998, the Commission vide Notification No. SEC/Section-5/97-448/156 dated 7th February 1999 constituted an Enquiry Committee comprising M/s. Khairul Anam Khan, Corporate Accountant, Farhad Ahmed, Director (the then Deputy Director) and Shuvra Kanti Choudhury, Deputy Director to enquire into the said matter. The Enquiry is under progress. 

Ø Whereas it has appeared to the Commission that there has been unusual and abnormal trade of shares of J.H. Chemical Industries Ltd. in Dhaka Stock Exchange Ltd. and Chittagong Stock Exchange Ltd., the Commission vide Notification No. SEC/Section-5/98-539/471 dated 19th April 1999 constituted an Enquiry Committee comprising M/s. Khairul Anam Khan, Corporate Accountant and Shuvra Kanti Choudhury, Deputy Director to carry out an independent enquiry into the said matter. The Enquiry is under progress.

Ø Whereas it has come to the notice of the Commission that there has/have been certain unusual, unlawful and/or unethical activities in respect of issuance, management, trading etc. of shares of Rupan Oil & Feeds Ltd., the Commission vide Order No. SEC/Section-5/94-20/497 dated 9th May 1999 constituted an Enquiry Committee and appointed M/s. Khairul Anam Khan, Corporate Accountant and A.T.M. Tariquzzaman, Deputy Director to hold and conduct an enquiry into the said matter. The Enquiry is under progress.
